十二世纪的日本，正是藤原家族摄关政治的时代。自幼拥有不凡志向的平清盛，是白河法皇私生子平忠盛（中井贵一 饰）的儿子。虽然当时武士的身份低下，被贵族们所轻贱，但他和毕生的对手源义朝切磋砥砺，朝着强大武士的目标迈进。保元之乱爆发，清盛（松山研一 饰）和义朝（玉木宏 饰）旗帜鲜明地支持后白河天皇（松田翔太 饰）并最终取得胜利，从而拉开了武士时代的历史大幕。但是在平清盛得到朝廷重用的同时，义朝却相应遭到轻视，两位英雄的霸业对决在所难免。而平氏一族扩张的步伐绝不会就此停止，日后他们将在清盛的率领下凌驾天皇之上，占据日本的半壁江山。 空前绝后的霸业，一代枭雄的旷古传奇……
