1945年，第二次世界大战结束，日本侵略者也退出了这片被他们蹂躏长达八年之久的古老国度。然而黎民百姓却未盼来久违的和平，国共两党随即展开了新一轮的政权执政。而在这一过程中，具有特殊政治意义的南京国民政府成为了两党争夺的重点。新九师参谋长梁一桐在接收南京的过程中遭汪伪头目周佛海陷害，危急时刻幸而得到恩师杨百川父女的救助。回到部队的梁受到百般折磨，他也借此苦肉计上演投诚国军的好戏。 凭借黄埔的背景以及过硬的素质，梁一路擢升，成为了我党安插在国民党内部一颗重要的棋子。与此同时，军统方面对南京的地下党展开拉网式搜捕，梁的真实身份也受到了怀疑……
