该剧以刘铭传抗法保台、策划建省、开发建设台湾等历史事件为主线，客观、形象地展示出台湾在那段历史中的风云变幻，以及海峡两岸人民呼唤民族团结、渴望祖国统一的心声，……战报传到京城，朝廷震怒，清议沸腾，战和两派争执不下。面对危难局势，刚刚掌握朝廷实权的慈禧决心与法军开战。于是急招归隐已久的淮军大将刘铭传回京，临危受命，以巡抚衔督办台湾军务，担负起保台抗法的重担……刘铭传几经周折，终于得到朝廷信任，总算得以成行，为了打击清政府，在谈判桌上获得优势，法军准备截杀刘铭传。刘铭传得知此事，以谈判副使的身份来到上海。又故意出入青楼妓院，迷惑法国人。经过巧妙周旋，终于有了机会，即将成行……
