第23季的故事是从右京接受上级的指令着手编撰《警视厅150年史》开始的。 明治7年，警视厅由原萨摩藩士·川路利良创立。他与内务卿·大久保利通一起创建了警察机构，就任第一代大警视（现在的警视总监）。但是，后来大久保遭遇了暗杀的悲剧——。像那样的警察黎明期发生的事件一样，发生了大人物政治家被杀的事件！阻挡在开始调查的特命系面前的，是在现代日本扩大的“贫富差距”的现实，以及在政界蔓延的权力者们的野心和阴谋——！？ 150年前和现在——随着社会的变化，“正义”是否也发生了变化……！？
